Sheltered Instruction Observation Protocol
Sheltered Instruction Observation Protocol (SIOP) is a research-based lesson planning and instructional delivery model designed to improve student learning and engagement. SIOP was initially designed to help English language learners acquire language proficiency and develop critical thinking skills while also learning academic content. Research has shown that the implementation of this model of instruction can help to increase achievement for all learners.

The Pocatello/Chubbuck School District has developed a plan to implement SIOP district-wide as a means of implementing Tier I instruction. It is the expectation that all staff be trained and implement the SIOP model by 2010/2011.
